We've seen this one before.  The build has picked up an incorrect iconv 
header file.

If you have a /usr/local/include/iconv.h then I'd recommend temporarily 
renaming /usr/local while you build with Fink.  Otherwise, try "fink 
rebuild libiconv" to refresh your libiconv package and then try your 
doxygen (or octave) install again--it was reported that reinstalling 
libiconv solved this issue.
