Ahh! It seems one must be a registered iOS developer with a *paid* account in order to see it in the downloads section of the developer site… (because the iOS simulator is so fast and complete that you can play games, look Apple TV, and make phone calls?) I now seem to remember that I read announcement about a last Xcode release for Snow Leopard not for free and possibly only over AppStore… The software seems to exist here: https://developer.apple.com/downloads/download.action?path=Developer_Tools/xcode_4.2_for_snow_leopard/xcode_4.2_for_snow_leopard.dmg.
