The finkproject.org issue and the connection-timeout issue are probably separate. If you happened to be downloading from the finkproject.org machine, you'd normally get an immediate failure and be asked to pick another mirror. I just ran a Fink bootstrap last night using the default North America mirrors, with no glitches.
