It is a statistical truism that half of all dealers will have an above average proportion of sales that end up in criminals' hands (or whatever.) (cf. "ALL OF THE CHILDREN ARE ABOVE AVERAGE" - registered trade or service mark - see http://www.prairiehome.org/content/trademarks.shtml ) It gets even worse - if all of the "above average" dealers are put out of business, the next year there will still be half above average!
