The basic message in American law enforcement is the same one I see
here in Africa (where i am at the moment0.  So long as no officers are
injured, dead civilians are just a hazard of the policeman's job. 
Something must be done to restrain unnecessay use of SWAT teams.  They
are "inherently dangerous" to the civilian population.  See Randy
Balko's web site for the best scholarly treatment.

  An 18 year old (along with some others) was suspected of a robbery
(robbing people of a Playstation 3 unit, and hitting one on the head
with a "blunt striking object").  Police found a photo on the internet
which appeared to be of that suspect and two others clowning around
with
firearms.

  They used this to justify showing up at the suspects' home with an
"elite, highly trained and heavily armed emergency resonders unit"
(quote from above article) and kicking in the door.

  Apparently the subject went towards the door, possibly with a game
controller in his hand - and the police shot him and his dog to death.

  I'm wondering about the use of such a photo (the newspaper says,
"The
warrant did not identify the three men [in the photo], say whether the
guns are real or whether the picture was taken where the shooting
happened." in justifying the type of entry.
