Every "dynamic entry" should be required to be videotaped and any
civilian injured should be allowed to sue the AGENT and his agency
with the hinderance of qualified immunity or the "good guess (faith)"
doctrine. Give the victim the officer's house and his kid's college
fund.  If they "lose" the videotape, a judgement will be entered
against the agency for the full amount of the claim.  As any torts
professor knows, liability induces care.
