I'm pretty confident your understanding is correct. Here in Arizona,
18-year-olds can carry handguns openly, and after July, will be able to conceal
them. They can buy them from private parties, or their parents can buy them
for them (this is not considered a straw purchase, as the recipient can own the
gun legally). All above board.
I can't say "most" places, but before 1990 or so you could find handguns for
sale in the classifieds section of practically every newspaper in America.
Since then, a number of liberal/big-city newspapers have announced with much
fanfare that they would no longer accept classified ads for firearms, but in
"flyover country" the newspapers generally are doing business as usual.
