There is no such limitation to handgun possession for an 18 year old in 
California. An 18 year old can transfer one from a parent/grandparent using a 
DoJ form and no dealer, then possess and use the handgun in the same manner as 
any other person over 21 would use the weapon. 

Here is a link to the "Operation of Law" form the CA DOJ uses to transfer a gun 
between child/grandchild and parent/grandparent. 
http://ag.ca.gov/firearms/forms/pdf/oplaw.pdf it is the same form used for 
bequest transfers.

Contrary to my previous message I do not see an exception for a transfer by 
anyone other than a parent/grandparent to an adult under 21. 


Here is the relevant PC citations that I was able to dig up.

12072.(3)(A) No person, corporation, or firm shall sell, loan, or transfer a 
firearm to a minor, nor sell a handgun to an individual under 21 years of age.
(B) Subparagraph (A) shall not apply to or affect those circumstances set forth 
in subdivision (p) of Section 12078.


12078(p)... (4) Paragraph (3) of subdivision (a), and subdivision (d), of 
Section 12072 shall not apply to the transfer or loan of a firearm that is not 
a handgun to a minor by his or her parent or legal guardian.(5) Paragraph (3) 
of subdivision (a) of Section 12072 shall not apply to the transfer or loan of 
a firearm that is not a pistol, revolver, or other firearm capable of being 
concealed upon the person to a minor by his or her grandparent who is not the 
legal guardian of the minor if the transfer is done with the express permission 
of the parent or legal guardian of the minor.

In California the minimum age to possess a handgun is 18. Federal firearms 
dealers are generally prohibited from selling firearms to anyone under 21 years 
of age with exceptions permitting sales of rifles and shotguns to people 18 or 
over. These prohibitions only apply to dealer sales such as from their owned 
stock and consignment sales. In California all sales between non-licensees must 
be facilitated by a dealer and such handgun sales are not subject to the age 21 
limitation even though a dealer is involved.
