Is it no longer true that an 18 year old can possess a handgun with the 
permission of his parent or guardian while travelling to and from the range, 
etc.?

In California the minimum age to possess a handgun is 18. Federal firearms 
dealers are generally prohibited from selling firearms to anyone under 21 years 
of age with exceptions permitting sales of rifles and shotguns to people 18 or 
over. These prohibitions only apply to dealer sales such as from their owned 
stock and consignment sales. In California all sales between non-licensees must 
be facilitated by a dealer and such handgun sales are not subject to the age 21 
limitation even though a dealer is involved.
