Somehow, I imagined Charles' statement suggesting that "the right of the
people to keep and bear arms shall not be infringed" would be in the text
of the bill, and not merely that the courts should adhere to it more
diligently.

I don't foresee the proposed bill gaining any traction in Congress, in
any case, though I would certainly be delighted if it did.
