There were changes between the beta 1 release and the current snapshots of Firebird 4. I'd recommend renaming your current config for safekeeping, and copying over the firebird.conf and then use a diff tool to see which settings you modified.

I see it contains a new folder "tzdata" which I presume holds
resources required for WITH TIME ZONE types.

libraries for 32-bit applications to use). I need this because I use
IBExpert, which I believe is a 32-bit application.

Will the 1436 32-bit client library will be compatible with 1817? If
not, where do I get the 1817 32-bit stuff from?

You can download the 32 bit snapshot of Firebird 4 for the 32 bit library files.
