An old trick I learned years ago is to pinch off the gas line to stop the flow to the carb. (the hose before the fuel pump works best). Then start the car and let it run until it runs out of gas. Then release the gas flow and restart the car. The rush of fuel into the carb will often clear out and debris that might be causing the float to stick. If it doesn't work the first time try it a few more times.

P.S. I'm assuming your talking about black, burns our eyes, kind of smoke?

Ok all you Rochester 4bbl gurus, I tuned the engine, dwell, points, plugs, idle, etc, but when I start the car now, it smokes like a mad dog and seems to load up with fuel. When I step on the accelerator and clean it out, it runs ok and stops smoking. Why? The carb, floats, needle valves what? I am at a loss. The carb was rebuilt only a couple years ago and only drive it to shows, maybe 300 miles a year. I've played with the mixture, but it is getting very frustrating. Any help/ideas would be greatly appreciated.
Thanks,
