I used a 90* pick to get up in there and pull back the little clip then just 
pull off the arm.  If it is really stuck (one of mine) I used a towel as a pad 
and GENTLY pried up with a big flathead screwdriver (while holding the little 
clip back with the pick.) I'm sending you 2 pics directly 1 of the arm w/clip 
and 1 of the shaft on the car so you'll see what its all about.
