Self-etching primer is for bare metal only! I wouldn't use it on your hood.
The old paint needs to be sanded/roughed up before painting if you
want anything to stick to it. I find ScotchBrite pads work well
for doing the underside of a hood.
As for the POR 15, I haven't used it myself, but I believe it must be
top-coated before it completely cures.

i am going to be painting the underside of my hood after i hit a
couple of spots w/ POR-15.? There is a coating of paint on the
under hood but it nees sprucing up. Can I just paint over the old
paint?? What product should I put over the old paint before
repainting.? I will be using Eastwood under hood black for the top
coat (not sure if this is the proper thing to use but it works for
me.).? I've got Rust-oleum Clean Metal Primer (which says it can be
put on already painted surfaces) and Dupli-Color self-etching
primer.? Whats the difference between these two?? Can I use either of them?
