I'm not sure I'm following a couple parts of your explanation. Do you have a 
pic of the U-shape clearance and the alignment with the "heave reinforcing rod 
in the spring"?

The hog rings pull the reinforced part of the seat naterial (from the rear of 
the material)  against the wire hoop in the spring, the thin cotton batting is 
cut out in a U shape for clearance.  The hog rings hook around the fabric on 
the seat, pass through the cotton batting and burlap to were it crimps around 
the steel support in the frame.

 The seat has to be correct left to right and front to rear for the splines in 
the seat cover to align with the heave reinforcing rod in the spring.
