It is not "wide open" 

there is not a lot of fluid volume during braking application just a few
ml's. BUT over the life of a set of pads there is a lot of fluid
movement.

Ponder this. You are rolling down the road and apply the brakes. Imagine
how much fluid you need to move the pads to apply friction to stop the
car ? not a whole lot,

BUT

Now your pads are just about wasted. The piston (or wheel cylinder) has
to move out to take up the slack of the worn pad... that piston has ever
so slowly crept out over 30+ thousand miles...

Now here YOU come and try to put it ALL back in one fell swoop....sure
it would be easy with the cap off.. you're a moving a big volume of
fluid(relativly) in a short period of time.

This is not hydraulics on an excavator with huge pistons...those systems
have very large vents...

Our puny system does not need much to work...
