This is just a shot in the dark (excuse the pun) but last time I had similar
issues it turned out to be a back ground on one of the headlight socket
pigtails.  This was on a 92 Explorer.  Somehow the bad ground caused "backward"
flow thru the filament of the "wrong" light in the electricities efforts to
find it's way back to ground.  Bad grounds do some amazingly weird things.

.........................................................................
HI All...
First off...I dislike wiring issues.  I know enough to be dangerous but not
enough to tell or show someone or fake it that i look like i know what I am
doing.
So, also not afraid to call in a local expert.  His name is Dion...he will be
introducing himself shortly.  He is very good with wiring and I am not just
saying that because he just left the garage...lol.
So..we are both stumped and need some help.
On my 69:
Headlight switch on low beam:
Pass. Low Headlight is normal
Pass. High Headlight filament is glowing orange
Drivers. High Headlight filament is glowing orange
Drivers low headlight is dull.

Headlight switch on high beam:
Pass low headlight is normal
Pass. high headlight is normal
Drivers high headlight filament is glowing orange
Drivers low headlight is dull

Ruled out the floor switch as I put a new in to test.
Also, pulled out drivers side low and turned on headlights...same results for
passengers side but no glow for drivers headlight.  Tried different bulb, same
results as above.

So, could be the wee hours, but I sure could use a bit of direction.
