Actually Chris, a flap was cut in the well of mine in the 70's when I had to 
have a core replaced.  Since, I have opened it a couple times and the fender 
has not been off since the factory bolted it on.  I have thin flathead screws 
that hold it closed. It all gets covered with a layer of black silicone caulk 
and then resprayed with the factory correct asphalt coating so it is almost 
unnoticable.

Or you could do like a mechanic did before I bought my newest 69; just take a 
cutting torch and blow a big hole through the wheel well...  :)
