Well, I tried to send it again but even though it's text the server bounced it 
as too large.
Anyway, get 2 100K 1/4 watt resistors, put them in series, ground one end, 
connect the other end to the HEI tach output and connect the tach to where the 
two resistors join together. This will basically split the output voltage of 
the HEI in two (as long as the input side of the tach doesn't have resistance 
to change the value of the 100K).
