I think that's an excellent idea! It makes much more sense, one remark
though... The top tabs container's height changes when you switch
between Console and other tabs (tabs with only the search bar versus
tabs with next/previous and options).

On a more general note, I have the feeling that we have way too many
"Options" buttons (up to three...). I personally don't switch these
options often, I do my setup once when I create a new profile.

Here are two suggestions:
  1.) We rename "View" to "Options" and store all the options for all
      the tabs in this menu. This means you don't *NEED* to be on a tab to
      set its options. But at least it clears up some space.
  2.) We create an actual setup panel/window, either like Firefox's
      preferences or a new Firebug panel with all the setup.

One example of this "Options" over-population is the HTML tab, we
have the Options of the search bar and Options for the styles right
on top of each other.

I'm willing to work on the setup panel if others are interested.
