In 1.3 these controls are on the mini-menus on the tabs Console/Script/

In 1.3 the status bar icon will either be a gray bug (Firebug's active
listeners off) or orange bug (Firebug's active listeners on).
The 1.3 enable controls are complicated:

In 1.4 we'll have a much simpler approach.
