Actually 1.4 will be radically simpler. The only options will be [enable/disable] for each of Console, Net, Script panels. These options will apply to all sites. Then there will be a master control which is identical to the control that turns on Firebug UI. The result is that if you have Firebug UI up, Firebug is enabled for each panel you allow. If you don't have the Firebug UI up, Firebug is disabled for all panels.
