If you can be more specific, maybe I can help. Just so we are talking
about the same things, we call the panels like Console, Net, and
Script "enabled" and web pages were Firebug is open are "active".

If Ctrl-shift-C does not work, its just a bug, please report it so we

Inspect does not require the page to be activated at load time.

1.3 reloaded automatically and people complained. 1.4 does not reload
automatically.
You only need to reload for Console, Script and Net panels.
