To cause Firebug not to be active for the current web page. Since
FIrebug takes up resources, users want the ability to turn Firebug off
for pages (deactive it).

Perhaps you want to minimize Firebug? Meaning, you want the UI to be
out of the way but you don't want to deactivate it. In that case use
minimize.

I guess your question is: how can I view the activation URI list?
Currently you can't. The reason is simple: I don't want to write the
code. But anyone else can.  Actually this is not completely true: I
would make the list available, but then people will want to add/
remove, then they will want regexp filters, etc. I don't want to work
on this any more.

I agree and worse theire does not seem to be any logic to which is
where. More reason to change it all in 1.5!

The panel enable/disable is still on the mini-menu of the panel tabs
like 1.3.

So do you want us to be consistent with 1.4 or do you want us to fix
the inconsistency in 1.4?  I mean seriously: we can make improvements
without changes and every change will have some negative results. The
1.3 [X] implemented minimize and we changed it to [_] to make it more
consistent. Then we get posts like yours.

Since a lot of folks have free advice for me, I'll offer some to the
complainers: instead of starting off with a rant on our already
shipped version, get involved in a positive way.  For example a calm
use case for showing the activation list would be much more effective
than yelling that you can't find it.
