Yes, please change it to EXPIRE_NEVER.

Users who clear "Browsing & Download History" will not loose their 
whitelist and users with a short lived history - like me - will also 
benefit from this change.

With respect to "Off for All Web Pages".

It is good to be able to clear all annotated pages, but too me, that 
functionality is now an unexpected side effect. Maybe "Clear All Web 
Pages" could be a separate option?

In my case, I would like to keep my whitelist, so the N sites I work on 
can be toggled on/off by "Off for All Web Pages". That would be possible 
if clear all web pages was a distinct option.
