Don't select "Off for all webpages" or "On for all webpages". Just open firebug on your dev environment and it will stay open there. Don't open it for Gmail and it won't open there. By default, Firebug is off for all webpages, and it will only open for sites that you have earlier opened it at (and did not click the off button).

So I open firebug (takes forever) maximize it (because the off button isn't there for whatever reason) and click the off button. I reload gmail. Oh and look at that, firebug has turned itself on again.
