Unset that option, don't use it.

This is caused bye Off for all web pages. If you unset that option,
then Firebug won't be Off for all web pages and Firebug will open.

Unset that option. Do not use it.

The Off button is not there because you set "On for All Web pages".
Turn that off.

Please do the following with 1.5a21:
1) Firebug Icon Menu > Options > Reset All Firebug Options.
2) Firebug Status bar icon context menu: double check that both On For
All Page and Off For all pages are NOT checked.
Now when you go to GMail, do not open Firebug. On pages you want to
debug, open Firebug.
