Like if I'm on A.com now, and it's closed, and I click a link to go to B.com, even if the last time I was at B.com it was open, just a second ago it was closed. It knew it was closed. I get that it's nice to remember "Hey, last time I was on B so let me open again.", but it would be nice to have an option to enable/disable it. I guess I see the first scenario as different from your second one. In your second one, in the UI, FB is open. It should stay open forever until I close it, no matter where I click.
