Adding a new CSS rule works (almost) the same within the DevTools. See my 
comment above. Adding an inline style works by editing the Element rule.

I really hate both Chrome and FF tools because of that. When I have few

Yes, there are a lot of features missing from the context menu, especially 
within the *Rules* side panel.

As mentioned before, both teams try to close such usability gaps. Each 
missing feature should be requested in a separate issue, so they can be 
tracked individually.
