According to my own experience this is the most probable cause.

You might want to try your PC with her phone line and vice-versa.

I am having the same problem on and off. One week I can hardly 
download my e-mail and the next I can browse the web for hours 
without so much as a hickup. In between I never touch the config of 
my PC (Win95 OSR 2.1 USB). I'll just say that my telco line to the 
ISP goes over 9 microwave relays (still analog).
