Lance Spitzner has a good tutorial on who manages the Internet and
explains how you can find out who owns what domain names. It can be found
at http://www.enteract.com/~lspitz/whois.html (be sure to also check out
other papers he wrote).
To find out domain name info based on ip addresses you can use tools such
as dig or nslookup. A nice Web interface can be
found at http://jeff.aaron.com/cgi-bin/nslookup.
