Hi,
IP-numbers & domains are two different things and are registered
seperately.
Check the site from RIPE for more info on IP-registration; I think it is
www.ripe.org
Domain registration depends on the suffix or domain: there are many
registrars! Check the site from Internic (think it is www.internic.org) for
.com registration and for more info about other registrars as well.
In case the URL's are wrong: try a search engine with RIPE or Internic as
arguments.
