Notes does have a web interface of it's own, I have not used it so I
cannot tell you how close it is to the standard notes client. 

There are some (but not many) web clients that allow you to work in
offline mode. I am in the process of switching away from one made by
i-planet (since bought by sun) which is a ~170K Java applet that downloads
to your browser and then makes an IMAP connection to your mail server and
does have a disconnected mode. The reason I am moving away from it is that
I got to many complaints from users about the time needed to download the
applet on poor modem lines.
