A final thought or two: You may wish to start making noises about getting
an external audit and have the auditor enumerate the risks and costs to
the organization of the lone policy violation.  Some organizations will
listen to an auditor over an employee (unless the auditor calls you in to
help explain the final report ;) )

Lastly, you may want to try to drag him out and explain your side of the
story over a pitcher of beer- sometimes it works sometimes it doesn't, but
at the least you can expense some good beer.  You may even be able to work
out a compromise.
