Even easier:

Look for the signs on the shore that say "Caution: Undersea Cable".

Seriously, this is how the US Navy tapped Russian telephone cables in the
60's and 70's.

They'd "land" their Nuclear sub near the cable, they had a sub with skids.
Walk out on the sea floor while connected to an ambilical cord and attach
their device to the cable. Every few weeks they would came back and swap
tapes.
