trust me the Russian & American Navies already know where all the cables
are.  If they didn't lay them themselves they were watching the people who
were laying them.

Undersea cable location is actually pretty easy.  The
following methods are the most common:

Drag a grapling hook and try to snag the cable,
then haul it up onto your canoe.  

Another method is to free dive down to the cable, it's
about 2,500 feet down so bring a flashlight 'cause
it's dark.  

The last method takes more time and it entails the use
of a pump to drain the sea, then working on the cable
at your leisure.

These are the 3 preferred methods, don't listen to the
guys who say you need a submarine, they just want to
make it seem difficult.
