This is pretty much like most of the other "list of links" things I've
seen, I was thinking more of including things like pointers to books and
organizing by functional area rather than origin.

Most of the questions I tend to get are "How do I learn about $FOO?",
where for instance the answer for TCP/IP could be "Read TCP/IP Illustrated
Vol. 1 is the most highly recommended source, Comer's...." as a way of
doing things appeals to me.  

For ratings, I'd probably try to do some "have N people rate this
resource," followed by something to order the list by rater, so that
someone who's ratings you agree with on an ongoing basis can bubble to the
top of the topic area.  I'm still trying to work that piece out though...
