I believe you are confusing a native service, telnet and SSH, with the protocols for communication using the FIX standards. Telnet runs on a standard port, as does SSH but both can be procotols can be configured to communicate over upper port mapping. Whatever Operating System you are running will dictate telnet service control and access. Is your question more of a monitoring FIX-based network traffic and tracing nature (XML, SOAP, etc...)?
