I don't think you are able to use TELNET to generate a FIX connection. Because 
some tag like SendingTime, Checksum are different all the time. You can't even 
type in a correct message for the remote end of FIX server to accept.

The easiest way to monitor the FIX session is connect the remote site with some 
existing software, and analysis all messages in the log.
