This seems to be an interesting forum for this message as opposed to General 
Q/A.

Telnet is commonly used to see if the counterparty port is available or 
accessible when resolving connectivity issues. There really isn't any other 
valid use that I am aware of when it comes to FIX. I agree with Changpeng Yu - 
you wouldn't want to try and feed FIX messages over the telnet session.

So to recap - telnet is a useful debugging tool when you have connection 
problems and you need to see if the port is available at the counterparty. 
Note: the response you will receive is nothing. You will basically connect and 
see no response. The successful connection tells you the port is active and 
something (hopefully a FIX application) is listening on that port.
