What you mention about building a portfolio and a reputation is valid. However keep in mind that if you ever try to raise rates with clients that you're a little lower on they'll likely balk.
I made a decision to go with a low price point for specific reasons that may not apply in every case. Also, I'm not that worried about clients balking when I eventually raise rates. I'm pretty confident in my ability to make myself indispensible. :) Another thing I've done is offer a "New Client Discount".
