carriers have total control in Japan which is what makes such a great development environment for content - you have 2 carriers with consistent platforms across devices - add to that DRM and you have a very nice platform for development. The thing with FL over there is that its used as a very basic content type, so animation and erm.... animation rule. There is very little usage beyond that. What is happening outside of Japan is that the content is completely different - there will be some cross over where concepts that worked in Japan will happen outside with FL but I think that will be a very small percentage of FL content outside Japan.
In terms of FL2.0 timeframes - handsets have a long production lifecycle, end of story.
