Hi, The 'old' Version 3 of Screenweaver would fit to your needs, I think. But I don't know, where and if that version is still available. That was a really cool solution, because you have a Actionscript 2.0 API to Windows System functions.

Sounds like a good exe shell for Flash, but it requires an exe, i.e. Admin rights. The advantage of Java is that end users in corporate and other environments can typically run Java apps without Admin rights.
