Yes, I "think" I understand the HTML view. But my brain-issue now is that I don't understand that the 404.html is called correctly and THIS has the swf embedded in him. So where am I going wrong on this?

The client is not rerouted, that would require a change of the status for the resource. The error page is served as the reply for the request directly. The client never sees the real location of the error page. It does not have to be in the webroot or even exist as a normal file. All that matters here is that the client got a reply for the request. If that reply refers to something, it can not be relative to the "real" location of the error page, because there might not be one.
