Nope. I'm at a loss to see how running Flash involves Java at all, but

This is just me extrapolating, but the facts are clear:
* The flex compiler is written in Java
* Writing a compiler is not something that you do again unless you can
afford doing it out of boredom
* Flash needs a compiler
So most likely, Flash uses the flex compiler.
