This happens because the waterfall "steals" the modifier presses (shift,
control, etc.) when it has the mouse pointer.  It uses those modifier
keys mainly for shortcuts that move the frequency cursor.  This way
there is no need to click inside the waterfall (potentially changing
frequency) before being able to use those shortcuts.

So yes, the mouse pointer needs to be inside the transmit text.  I will
see if this can be improved.
