What's the sample rate set to of the USB device? Since you didn't specify a M$ OS I'll assume Linux, PulseAudio? PortAudio? OSS? on the offending USB dsevice? How fast is the CPU in the machine and how much RAM? What's the FSB speed on that mortherboard?
