Seems ok to me. But is there a way to not transmit anything in the
current mode?
Use the mode CW
I've used the following macro:
<CLRTX><TX><DTMF:W100:L300:1234-5670,,AD><RX>
<CLRTX><MODEM:CW><DTMF:W100:L300:1234-5670,,AD><TX><RX>

Note the ordering
I was on psk31, and the attached image shows that I transmitted some
psk31 as well, even though there was not even a newline between<TX>  and
<RX>, just the<DTMF>  macro.

I have not tested the decoder, no way to test it unless I find someone
who can transmit the tones in HF for me to receive.
You can test locally by enabling the noise generator

./fldigi --noise

Then set the noise to 20 dB (on the User config tab)

Generate a wav file which contains the DTMF tones + noise.

Play it back.
