I think it depends on the local emergency communication "rules." Here in
Virginia the hams at the state EOC only want 80/40 meter phone,
Winlink2k (yet they only use telnet to pick up traffic so with the
internet down that is gone), and packet. So here we have to use packet
via a couple nodes to drop off written messages in the state EOC BBS.
Having a soundcard packet capability as part of the fldigi suite means
one less piece of software and hardware for our go kits. For those of us
with radios that include 2m it makes a good package. That said in our
local county EOC and alternate EOC we still have hardware TNCs.
HF packet or VHF packet is still useful for us.

I don't understand the recent interest in packet. It was a big deal in the
late 80's and I even hold HF Packet WAS Certificate #5. We all had TNC's but
the technology was just too slow because FCC would only let us use 300 baud
on HF. The advent of the internet and reliable email killed jnos and other
BBS system and Packet. I gave away my PK-232's.
What's with all of the renewed interest? I have no plan to ever use ax.25
again and do not appreciate the need for adding it into fldigi.
