In FlashBuilder there is a whole pile of hard-coded assumptions.  I was
hoping we would get them all moved to an xml file and that would probably
pollute flex-config.xml beyond acceptable limits.  Then it turned out they
only have time so far to support this one option.  But we might find more
between now and then and they might be specific to flashbuilder, so it seems
reasonable to keep it in a separate file.  Other IDEs will hopefully be
smarter about what to copy from the templates folder.
